I had the same issue after I powerwashed my Chromebook. The fix is to completely shut down/turn off your Chromebook > restart. This makes the syncing of your account reset and start up again. Your apps should start updating and installing.
Signing out or closing the lid is not the same as shutting down completely. Best way is to click on the Status area (where the clock is) bottom right on the shelf > click the power icon.

Yes these are play store apps for my Chromebook. Most of the apps updated overnight. But there are still a few that have not. And when I go to update them, I get the same problem, pending update. I have a strong internet connection. It says my connection is excellent. I have even tried at night when no one else is online. I don't know what the problem is.

Do not visit the website, or call the number. It is a scam.
